RANDOLPH COUNTY COMMISSION MINUTES
Thursday, March 7, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Art Sumpter, Norris Quarries LLC, arrived to deliver an agreement in which the county will prepay rock at a savings of 4%. This is the same agreement the county solicited from Mid Missouri Limestone Inc. Com. Wilcox made a motion to accept both agreements. Com. Crutchfield seconded and motion passed (3-0). The County Clerk will be instructed to issue the checks today in the amount of $150,000 to Norris Quarries LLC and $60,000 to Mid Missouri Limestone. Commissioners estimate this will result in a savings of $8,400.
Commissioners received invitations from Randolph County Farm Bureau to attend its Legislative Banquet on March 19 in Huntsville and an invitation from Randolph County Soil and Water Conservation District to attend its Customer Appreciation Day March 21 at 11:00 at the Lodge in Rothwell Park. Also received were minutes for review for the Northeast Missouri Commissioners meeting next Wednesday in Brunswick.
Commissioners signed official minutes from February 5, 2013; February 14, 2013; February 19, 2013; and February 21, 2013.
Com. Carter received a call from Marian Embree with a maintenance issue on CR 2275. She was referred to the Moberly Special Road District.
Emergency Management Director Robert Creed arrived to report on how the sequestration of funds will affect local grant programs such as EMPG, AFG, and SAFER at the local level.
9:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported one of the Road and Bridge employees was terminated on Tuesday.
Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Crutchfield made a motion to approve these court orders. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed jury script for payment. Following review, Com. Wilcox made a motion to approve script as presented. Com Crutchfield seconded, motion passed (3-0), and checks were signed.
10:00 a.m. Janet Murray and Ross McKinstry, Randolph County Health Department, arrived to discuss a proposed county lodging ordinance.
David and Joyce Campbell stopped in to say hello to the Commission.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners solicited fuel bids for 2500 gallons of fuel. Contacted were: MFA Oil, Brownfield Oil, and Wrights Oil due by 2:00 today.
1:00 p.m. Commissioners received bids from the following for 2500 gallons of fuel: MFA Oil in the amount of $3.227; Wright’s Oil in the amount of $3.26; and Brownfield Oil in the amount of $3.189. Com. Wilcox made a motion to accept the bid from Brownfield Oil. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed minutes from March 5, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
1:15 p.m. Public Administrator Mary Jo Colley stopped in to discuss the disposition of personal property from a deceased indigent.
Road and Bridge Supervisor Mike Rogers arrived to discuss the possibility of closing untraveled county roads in order to save maintenance time and rock usage.
Com. Carter received a call from Katie Lange, Enbridge Pipeline, who wanted to follow up regarding a pipe hauling accident that occurred on Monday morning.
Steve Barnes, Boone Construction, returned a call from the Commission to offer information on rental of road barricades that could be used for some future road closings.
Com. Wilcox contacted Shawn Brown, Commercial Lighting Specialist at Service Concepts, to schedule a meeting for Tuesday to evaluate the chandelier lights in the Justice Center Courtroom which have been buzzing.
County Clerk Will Ellis arrived to report that the county will need to reduce their monthly operating draw from the Justice Center Waterfall account of $45,000 to a one time draw of $18,000 in order to make the April 1, 2013 payment.
Com. Wilcox called Dave Gass, Altorfer, to discuss the scheduling of the next motor grader to be reset.
Com. Wilcox contacted Rick Howard, Maintenance, to inform him of the scheduled meeting with Service Concepts for Tuesday.
3:30 p.m. Com. Wilcox returned a call to Jeff Horstmeier to discuss county road standards.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
