County Commission Minutes

Tuesday, May 14, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield reported the Huntsville horse show is not going to be held this year. The Huntsville Horse Show Association will be canceling its liability insurance, which included insurance on two buildings and the horse show grounds.

Com. Crutchfield reported on the inspection of portions of CR 1710 and 1720 with county resident Don Mutter. In response to potholes and drainage problems on those roads, it was determined that the county would do additional ditching and drainage work on CR 1710 and ditching and possibly some fill on CR 1720 to relieve pooling water on these roads.

Sheriff Mark Nichols stopped in to discuss possible replacement or upgrades to door security systems for the Justice Center which had recently failed. Also discussed was the need for additional secure record storage for the Sheriff’s Department.

Commissioners received a call from Michael Purol, PSBA, to discuss the CR 2660 BRO bridge project.

Commissioners received a status report from Aaron McVicker, SKW, for the BRO-BO88 (22) KCS bridge replacement project noting that right of way plans have been approved by MoDOT and KCS and the structural design is in process.

10:35 a.m. Rick Howard, Maintenance, arrived to report on the lighting problem Monday at the Justice Center. Mr. Howard indicated the generator transfer switch failed and power was not available until the test run was finished. Mr. Howard will contact NEMO Electric to assess the problem.

11:00 a.m. Com. Carter recessed the regular meeting so Commissioners could attend the National Community Action Month Reception at the NECAC office in Moberly.

12:00 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed minutes from May 9, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com Crutchfield seconded and motion passed (3-0).

Commissioners contacted Aaron McVicker, SKW, to discuss easements for the CR 2580 KCS BRO bridge replacement project and a scheduled meeting tonight at the bridge site with Mr. McVicker, Commissioners, and affected land owners to discuss right of way acquisitions.

1:30 p.m. Jennifer Wilson and Travis Tindall, nForm Architecture, arrived to present the preliminary results of the county facility needs assessment.

Huntsville Community Club members Betty Mayo and Fannie Lou Wilhite arrived for Randolph County Commissioners signature on a proclamation declaring May 15 Randolph County Family and Community Day.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
