RANDOLPH COUNTY COMMISSION MINUTES
Thursday, May 16, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. In the absence of Com. Carter, Com. Crutchfield acted as the Presiding Commissioner and called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (2-0).
Commissioners reviewed jury script for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (2-0), and checks were signed.
Rick Howard, Maintenance, arrived to explain problems with the air conditioning heat exchangers in the Justice Center. He reported contacting Eskew Mechanical Contractors and they were not very responsive. He also reported that NEMO Electric will be present for the weekly test run of the generator on Monday, May 20 to evaluate the problem that occurred on Monday the 13 of May. In addition, the new chopper pump is scheduled to be delivered and the old pump will be removed for rebuild. The wiring for the second pump will not be installed until the rebuilt pump is available.
Com. Wilcox reported he received an e-mail indicating the Career Center in Moberly would have to close on the 21 of June. The services could continue but they would have to be out of the office by that date.
Ryan Johnson and Cynda McKenzie, Chariton Valley Telephone, arrived to discuss the county’s cell phone contact and continuing problems with certain office phones.
Com. Crutchfield reported on a meeting with himself, Com. Carter and landowners for the CR 2580 BRO bridge replacement project right of way acquisition. Engineer Aaron McVicker, SKW, was also in attendance. Com. Crutchfield also reported on his attendance at a NECAC training seminar in Bowling Green Wednesday.
Com. Crutchfield reported capturing another starling that was flying around in the Commission office Wednesday afternoon. It is believed the birds are entering the courthouse from a hole in the wall.
10:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was a request for a culvert off CR 1040 by the Harlan Cemetery.
11:45 a.m. Com. Carter joined the meeting.
Com. Carter reported on her attendance Wednesday in Jefferson City at the County Commissioners Association of Missouri’s Executive Board meeting.
Commissioners signed official minutes from May 2, 2013 and May 7, 2013.
The County Commission has been invited to attend the annual Notable Property Awards which will be honoring the family of Kay Cleavinger on Monday, May 20 at 6 pm at the Moberly City Hall.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Com. Carter received a call from Assistant District Engineer Brian Haeffner, MODOT, to schedule an appointment next week to discuss MODOT’s five year construction plan.
John Milnes stopped in to thank the Commission for what they are doing.
Commissioners reviewed minutes from May 14, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Com. Crutchfield left a message with Brian Ladrech to discuss storage units available for lease or purchase seeking a solution to the Sheriff’s Department’s lack of adequate storage space.
Com. Wilcox contacted Freddie Malicoat, Malicoat-Winslow Engineers, to discuss the air conditioning heat exchangers that have failed at the Justice Center.
Com. Wilcox contacted Ronald Dean concerning right of way for the CR 2580 BRO bridge replacement project and let him know the changes to the documents have been completed. He indicated he would be available Monday of the next week.
1:40 p.m. Com. Wilcox left the regular meeting.
Com. Crutchfield contacted Aaron McVicker for more discussion on finalizing right of way acquisition of the CR 2580 BRO bridge replacement project.
Com. Carter contacted the Prosecuting Attorney’s office to discuss its system of collection of Missouri delinquent taxes and state notification of a computerized substitute.
2:00 p.m. Meeting was adjourned.
