County Commission Minutes

Tuesday, May 21, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

County Clerk Will Ellis arrived to present a new policy for renewal of county credit cards for approval. Following review, Com. Wilcox made a motion to approve the new policy as presented. Com. Crutchfield seconded and motion passed (3-0). This new policy makes the cardholder liable for personal expenditures and county business expenditures without receipts.

Com. Wilcox reported on his attendance at the Workforce Investment Board meeting Monday evening at the Boudreaux Memorial Visitor Center at Mark Twain Lake.

Com. Crutchfield reported that he had obtained right of way agreements for the CR 2580 BRO bridge replacement project from the following: Eddie and Paula Edwards and Pat McMahon.

9:30 a.m. Rick Howard, Maintenance, arrived to report the Sheriff’s Department informed him of a complaint about the two outside automatic doors at the Justice Center that are in need of an adjustment. Mr. Howard also reported the generator test run yesterday at the Justice Center failed to switch to standby power. Mr. Howard indicated a mechanic from Cummins Mid-South LLC showed up yesterday to look at the generator. It was determined the transfer switch had failed and will need to be replaced.

10:10 a.m. Greg Williams, Connell Insurance Inc., arrived to discuss Workman’s Comp policies and property damage and liability coverage policies.

Commissioners signed official minutes from May 9, 2013 and May 14, 2013.

Com. Crutchfield contacted Road and Bridge Supervisor Mike Rogers to discuss a request from the Harlan Cemetery Association for replacement of a culvert on CR 1040. Mr. Rogers reported the culvert in question was not on county right of way and the county would not replace it. Commissioners will look for another solution.

Com. Crutchfield received a call from Rick Howard, Maintenance, who reported Eskew Mechanical had arrived and the AC units on the air exchanger are now working at the Justice Center.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

12:20 p.m. Assistant District Engineer with MODOT Brian Haeffner and Senior Traffic Specialist with MODOT Jarod Murr arrived to deliver a signed executed copy of the agreement between Randolph County and MODOT for the north Cairo interchange and to discuss the five year construction program plan.

Com. Carter reported on her attendance Monday night at Moberly City Hall for the Notable Property Awards Reception which was honoring the late architect Kay Cleavinger for his past contributions.

Com. Carter received a call from Emergency Management Director Robert Creed to update the Commission on grant applications being made and upcoming Emergency Management exercises.

Com. Carter received a call from George Huth, Enbridge Energy Pipeline, who indicated he would be arriving this afternoon for a presentation to the Commission.

Commissioners reviewed minutes from May 16, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

1:50 p.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was the culvert on CR 1040 that is not on county right of way. It was decided the culvert could be purchased from the county, but must be installed by the landowners.

Under correspondence, Commissioners received invitations to: a Breathe Easy Community Gathering Thursday, June 4th; an OATS Open House Wednesday, June 12; and to the 13th Annual Egley/Acton Memorial Service Friday, June 21.

3:15 p.m. George Huth, Enbridge Energy Pipeline, arrived to present the Commission with a check for $1,000, a grant from Enbridge towards the operational costs of the county’s CodeRED system.

Com. Wilcox contacted Rick Howard, Maintenance, to discuss the switch failure of the standby generator at the Justice Center. Mr. Howard provided Com. Wilcox with contact information for Kirby Long, NEMO Electric. Com. Wilcox contacted Mr. Long discussing the failed switch problem and possible corrections.

Com. Crutchfield reported his phone in the Commission office is not working. There is no dial tone. The problem will be reported to Chariton Valley Telephone.

Commissioners contacted Sheriff Mark Nichols to update him on repairs to the generator at the Justice Center. Also discussed was his request for additional storage space. Commissioners will meet with Sheriff Nichols Thursday morning to discuss the problem.

4:20 p.m. Meeting was adjourned.
