RANDOLPH COUNTY COMMISSION MINUTES
Thursday, May 23, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox made a motion approving the emergency purchase of 1330 gallons of fuel from MFA Oil at $3.179 per gallon due to several county equipment storage locations being out of fuel prior to the county’s June monthly allocation under the existing contract. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox reported on a call received from Rick Howard, Maintenance, and from Kirby Long, NEMO Electric, regarding the malfunctioning generator transfer switch at the Justice Center. Mr. Howard, Mr. Long, and Lance Eschliman, Cummins Mid-South LLC, met Wednesday morning to look at the generator. Mr. Long reported finding a used replacement switch for $1600 versus $5000 for a new switch. Commissioners agreed to the purchase and it will be installed today.

Com. Wilcox received a call from Charlie Eskew, Eskew Mechanical, reporting on his visit to the Justice Center to review problems with the air exchanger. He explained the air conditioning failures on the air exchanger was a temperature sensing switch failure and that the preventive maintenance had been performed properly. Mr. Freddie Malicoat, Malicoat-Winslow Engineers, along with Eskew Mechanical would be presenting a proposal to update and improve the efficiency of the air exchange system.

Com. Carter and Com. Crutchfield reported on their attendance along with Road and Bridge Supervisor Mike Rogers at the Pipeline Safety Training Program Wednesday night at 6:00 pm at the Best Western in Moberly.

Commissioners along with Clerk Ellis contacted Larry Hart, LJ Hart, to confirm the monthly transfer procedures from Commerce Bank to the Justice Center account.

County Clerk Will Ellis arrived to report the county received a check in the amount of $800.00 from the Greater Kansas City Community Foundation for partial reimbursement of indigent burial expenses.

Commissioners received a call from Kay Daniels, Judge Hayes Office, to report a recurring sewer smell at the Justice Center.

Commissioners reported to Chariton Valley Telephone that voicemail in their offices was not working.

9:30 a.m. Com. Carter recessed the regular meeting so Commissioners could attend a meeting with Rick Howard, Maintenance, and Sheriff Mark Nichols to discuss extra storage space needed for the Sheriff’s Department at the Justice Center.

10:45 a.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.

County Recorder Mark Price and Glenn Pataky, Mid-Continent Micrographics Inc., arrived to discuss digital document storage for the Recorder’s office.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

County Assessor Richard Tregnago arrived to report the county GIS website has been updated.

Commissioners reviewed minutes from May 21, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox contacted Rick Howard, Maintenance, to provide him with a location and supplier of prefabricated drainage systems for the Justice Center recreation area drainage project.

Under old business, Commissioners discussed purchase of a container storage unit available in La Plata for use by the Sheriff’s Department for additional document storage. Following discussion, Com. Wilcox made a motion to approve purchase pending inspection, in the amount of no more than $2200 and the county will do the hauling. Com. Crutchfield seconded and motion passed (3-0).

Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss road maintenance issues.

Commissioners received a call from Aaron McVicker, SKW, to discuss additional paperwork in need of the Commissioners signatures for the CR 2580 BRO-BO88 (22) bridge replacement project.

4:10 p.m. Meeting was adjourned.
