RANDOLPH COUNTY COMMISSION MINUTES
Thursday, May 30, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed correspondence.
Commissioners reported on their attendance Tuesday at a Board of Equalization workshop in Macon.
Com. Crutchfield reported on his attendance at the NECAC board meeting Wednesday night in Bowling Green.
Road and Bridge Supervisor Mike Rogers arrived to discuss maintenance issues. He asked that Commissioners draft information to be delivered to residents of PR 1395 alerting them to upcoming culvert work on their road. Com. Carter reported a request to check a culvert on Prather Road. Com. Wilcox reported roadwork needed on CR1660 and a complaint concerning operation of the new rotary ditcher.
Commissioners signed payroll checks. Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve invoices as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Commissioners signed official minutes from May 16, 2013 and May 21, 2013.
Commissioners reviewed right of way agreements related to the CR 2580 BRO-BO88 (22) bridge replacement project for the following landowners: Hess Brothers Incorporated; Ronald Dean; Edwin and Paula Edwards; and Patrick McMahon. Following review, Com. Wilcox made a motion to enter into an agreement with the landowners. Com. Crutchfield seconded, motion passed (3-0), and agreements were signed.
County Clerk Will Ellis arrived to report a water leak in his vault.
Com. Wilcox reported that while visiting the Treasurer’s office he heard chunks of plaster falling onto the false ceiling tiles from the original ceiling.
Com. Wilcox received a call from Jason Paas, Asphalt Zipper, to invite the Commission to a demonstration in Macon County on July 18.
Com. Crutchfield reported on his inspection of container storage units in Kirksville over the weekend. Commissioners are considering purchase of one for storage of the Sheriff’s Department jail documents and evidence.
Commissioners reviewed minutes from May 23, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
11:45 a.m. Rick Howard, Maintenance, arrived to discuss the grate trench drain that the county needs for the recreation area drainage project at the Justice Center. Mr. Howard reported the new transfer switch for the jail generator Monday went very well and it seemed to work just fine following the transfer switch installation.
County Clerk Will Ellis arrived to report a conversation with the Treasurer concerning the BRO accounts.
Commissioners reviewed two invoices from SKW. Following review, Com. Wilcox made a motion to approve the two invoices from SKW on the CR 2580 BRO-BO88 (22) for the following amounts: Progress Invoice No. 3 $9,390.93 and Progress Invoice No. 4 $5,169.84. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
1:15 p.m. Jennifer Wilson, nForm Architecture, arrived to discuss county facility needs. Also discussed was the possibility of needing a structural engineer coming to look at the Huntsville Courthouse following continued deterioration of the building.
Com. Wilcox made a motion to nominate Moberly Area Economic Development President Corey Mehaffy as Randolph County’s Private Sector Representative on the Workforce Investment Board. Com. Crutchfield seconded, motion passed (3-0), and Mr. Mehaffy was notified.
Com. Crutchfield returned a call to Dave Gass, Altorfer, who indicated he would be stopping by this afternoon.
3:20 p.m. Dave Gass, Altorfer, arrived to present pictures of the reset grader. Mr. Gass reported the grader that was being reset is ready for pickup.
Com. Carter and Com. Crutchfield received a Certificate of Completion for attending the Pipeline Safety Training Program.
4:00 p.m. Meeting was adjourned.
