RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, May 7, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one correction: Emily Stuckenschneider, United Way 211, will be arriving at 1:00 p.m. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield and Com. Wilcox reported on their attendance at an Open House at Altorfer Inc. in Hannibal and inspected the CPT Plus rebuild of the county’s 140H motor grader.

Com. Wilcox and Com. Crutchfield reported on a meeting with landowners on CR 2580 along with Aaron McVicker, SKW, Monday afternoon to discuss right-of-way acquisitions for the CR 2580 BRO Bridge Project.

Com. Wilcox reported on a conference call with the Workforce Investment Board Executive Committee Monday at 2:00 p.m. concerning the employment contract for the new Executive Director for the Northeast Missouri Workforce Investment Board.

Commissioners received a call from Aaron McVicker, SKW, to discuss the meeting Monday with landowners and to schedule a meeting time and date to meet with other landowners of the CR 2580 BRO Bridge Project.

9:30 a.m. Rick Howard, Maintenance, arrived to discuss maintenance issues. Also discussed was a bill for the service call to charge two AC units at the Moberly Courthouse. Mr. Howard reported another fan motor went out in an AC unit at the Justice Center. Com. Wilcox reported on a conversation with Albright Construction discussing the drainage system project in the recreation area at the Justice Center.

10:00 a.m. Naomi Nganga, Staff Auditor with the Missouri State Auditor’s Office, arrived to confirm how the Commissioners review the annual Collector’s Settlement Fund.

County Clerk Will Ellis arrived to discuss the May sales tax receipts. The projected 2013 amount for May was $74,446.91; the actual amount for 2013 is $80,447.73; and the difference being $6,000.82; receipts-to-date are $503,234.49 which is $16,907.43 below budget projection.

10:20 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Com. Wilcox reported on a call from Marilyn Rasmussen concerning cleanup of private property. Also discussed was a complaint from a resident along CR 2445.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Com. Wilcox contacted Coroner Gerald Luntsford to discuss an invoice for a body transport.

Commissioners are invited to attend a public reception in observance of National Community Action Month at the Moberly NECAC offices Tuesday, May 14 from 11-12.

Wilfred Winn arrived to discuss the culvert policies and prices for Randolph County. Road and Bridge Supervisor Mike Rogers was also present. Mr. Winn was informed if he provided the metal culvert at his expense then the county would provide the installation as per county policy.

11:25 a.m. Tracy Calhoun, Permit Specialists for Enbridge, arrived to present the final draft of road maintenance agreements between the county and Enbridge, in preparation for installation of a section of the pipeline being installed in Randolph County scheduled to commence August 7. Road and Bridge Supervisor Mike Rogers stayed for the meeting.

Commissioners reviewed the Enbridge Pipeline agreement. Following review, Com. Wilcox made a motion to approve this agreement and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.

Commissioners reviewed the Enbridge Pipeline Undercross Permit agreements for eighteen Randolph County roads. Following review, Com. Crutchfield made a motion to approve these agreements and authorize Com. Carter’s signature on the documents. Com. Wilcox seconded, motion passed (3-0), and Com. Carter signed the documents

1:30 p.m. Emily Stuckenschneider, 211 Resource Specialists, arrived to update the Commission on the services 211 provides to the county along with a 2012 usage survey.

Commissioners received a call from Cody Cross, CR 2445, who reported damage to his vehicle on the county road and requested reimbursement for repairs. Mr. Cross was informed the county was not liable for the damage.

Commissioners reviewed minutes from April 30, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Commissioners reviewed minutes from May 2, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Wilcox made a motion to approve the court orders and to authorize Com. Carter’s signature on the documents. Com. Crutchfield seconded, motion passed (3-0), and court orders were signed.

Com. Carter received a call from Chad Christner, the Stanley Company, concerning the security system at the Justice Center following a recent failure of door locks there. Mr. Christner indicated the company will offer a proposal to upgrade and maintain the system in the near future.

4:00 p.m. Meeting was adjourned.
