RANDOLPH COUNTY COMMISSION MINUTES
Thursday, November 14, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
8:50 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
9:00 a.m. Jeannette Eaves, Audit Manager, and Tina Disney, Senior Operator, Missouri Auditors Office, arrived for the Auditor’s final exit interview. County Clerk Will Ellis was also in attendance. Com. Wilcox made a motion to go into closed session pursuant to RsMO 610.021 (17). Com. Crutchfield seconded and a roll call vote was taken: Carter, Aye; Crutchfield, Aye; Wilcox, Aye. Motion passed (3-0). Com. Carter recessed the regular meeting.
10:10 a.m. Com. Carter reconvened the regular meeting.
Commissioners received a call from Joel Wyrick, MFA Oil, to discuss a potential fuel contract.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported the barn roofs at the Road and Bridge Department have been painted.
10:35 a.m. Com. Carter recessed the regular meeting so Commissioners could perform a road inspection with Mr. Herron.
12:00 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Com. Carter reported traveling to inspect Dameron Street in Cairo following a request from the Northeast Fire District to reopen the closed extension of that street to CR 1635. Also Commissioners inspected reported damage to county ditches on CR 1620 from farm equipment. A flattened culvert was also noted. The land owner was contacted and agreed to the fix. Commissioners inspected CR 1624 for reported damage from trash trucks.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed minutes from November 12, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
1:30 p.m. Jake Finley, Sales Representative from RUDD Equipment, arrived to introduce himself to the Commission.
Commissioners contacted Rick Levi, President CEO of Consolidated Correctional Food Services, to discuss the contract with the company for food services for the jail at the Justice Center.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss disposal of used engine oil. Com. Wilcox suggested he contact Safety Clean a potential buyer for used oil. Mr. Herron also reported a call from a resident along CR 1620.
Commissioners received a call from Attorney Rick Pierce, Child Support Division, to discuss signing other paperwork for the Cooperative Agreement.
Com. Crutchfield contacted Brownfield Oil and MFA Oil to request a fuel contract bid for 41,250 gallons of fuel for a 9 month period in 2014.
2:30 p.m. Com. Wilcox left the regular meeting.
Surveyor Brian Dollar arrived to discuss county surveying needs.
Commissioners handled correspondence.
Com. Crutchfield received a call from Attorney Ivan Schraeder to discuss the food service contract and the KCS Railroad grade separation agreement. Commissioners will discuss this again on Tuesday.
3:00 p.m. Meeting was adjourned.
