RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, November 19, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported a tree fell across CR 2610 Saturday. Mr. Herron indicated the ditches have been cleaned out on CR 1620. Mr. Herron also reported speaking with Safety Clean who indicated they would buy the used engine oil for $0.50 per gallon.
Commissioners received a call from Rick Howard, Maintenance, to discuss maintenance issues. Mr. Howard reported the company arrived to install the new Kiosk at the jail.
Terry Bagby stopped in to say hello to the Commission.
Nancy Copenhaver stopped in to say hello to the Commission.
County Clerk Will Ellis arrived to discuss and review the Missouri Form 1315A for the monthly county collections for current and back. Also discussed was ongoing litigation.
Com. Carter reported a call from State Representative Tim Remole inviting Commissioners to a public meeting on December 10 to discuss EPA regulations concerning Coal Fired Power Plants.
Com. Carter received a call from Ray Bozarth, Field Representative for Senator Roy Blunt’s office, who said he would be stopping in.
11:00 a.m. Com. Crutchfield made a motion to reject the 9 month fuel bids from MFA Oil and Brownfield Oil. Com. Wilcox seconded and motion passed (3-0). The weekly fuel bid was awarded to Brownfield Oil at $3.019. Other bid received was: MFA Oil at $3.022. There was no bid received from Wright’s Oil.
County Recorder Mark Price arrived to discuss county surveying of the property adjoining the Justice Center.
11:20 a.m. Ray Bozarth, Field Representative from Senator Roy Blunt’s office, arrived to discuss ongoing state issues with Commissioners.
Com. Carter contacted Emergency Management Director Robert Creed to discuss an invoice for reimbursement to the City of Moberly for Emergency Management programs.
Commissioners reviewed minutes from November 14, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed closed session minutes from November 14, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Commissioners received a call from Jennifer Wilson, nForm Architecture, to discuss the proposed county administration building.
Commissioners contacted Attorney Ivan Schraeder to discuss the food service contract and the grade separation agreement with KCS Railroad.
Commissioners left a message for Aaron McVicker, SKW, to discuss the grade separation agreement with the KCS Railroad.
Commissioners contacted Surveyor Mark Robertson to discuss pricing for surveying adjoining and county property boundary line changes.
Commissioners contacted Gary Strack, SKW, to discuss the grade separation agreement with the KCS Railroad.
Commissioners received a call from Jeff at Brownfield Oil to discuss future possibility of fuel contracts.
Commissioners received a call from Ron Watts, MODOT, to discuss the grade separation agreement with the KCS Railroad.
2:50 p.m. Com. Wilcox left the regular meeting.
3:30 p.m. Meeting was adjourned
