RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, November 26, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

Com. Wilcox reported on his attendance at the swearing in of the newest five CASA volunteers at the Moberly Courthouse Monday evening.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the condition of CR 1660 and county roads in need of rock.

Com. Carter received a call from Dave Gass, Altorfer Machinery, to schedule an appointment with the Commission for 2 p.m.

Com. Carter received a call from former State Representative Randy Asbury wishing the Commission a Happy Thanksgiving.

Com. Crutchfield made a motion to hire Four Corners Surveying for Professional Land Surveying Services in the amount of $1450. Com. Wilcox seconded and motion passed (3-0).

Commissioners received a call from John Truesdell, Clark resident, to discuss the J-Turn’s at the Hwy 63/Hwy B/Hwy P intersection.

Commissioners received a call from Assistant District Engineer Brian Haeffner, MODOT, to schedule a meeting for 12:00.

11:00 a.m. The weekly fuel bid was awarded to Brownfield Oil at $3.188. Other bid received was: MFA Oil at $3.241. There was no bid received from Wright’s Oil.

Rick Howard, Maintenance, arrived to discuss county facility maintenance issues. Mr. Howard reported fixing the broken hand rail at the Moberly Courthouse.

11:40 a.m. Assistant District Engineer Brian Haeffner, MODOT, arrived to discuss MODOT’s 20-year Long Range Transportation Plan. Also discussed were MODOT’s changes to the J-Turn design at the Hwy 63/Hwy B/Hwy P intersection.

1:00 p.m. OATS Northeast Regional Director Sheree Webb; State Board Member Rebecca Coffman; Teresa Gilbert, Driver for OATS; Frances Graves, OATS Volunteer since 1985; Susie Hulett, OATS Volunteer; Wanda Cason, OATS Volunteer; Reta Yates, OATS Volunteer; Alice McGinnis, OATS Volunteer; Donna Guthrie, OATS Volunteer, and Carol Fulton, OATS Volunteer, arrived to discuss OATS operations and the possibility of funding in the county’s 2014 budget for the OATS 80/20 Match Program.

Commissioners reviewed payroll. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed direct deposit. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded and motion passed (3-0).

Commissioners reviewed minutes from November 21, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

2:00 p.m. Dave Gass, Altorfer Machinery, arrived to discuss the delivery date of the leased equipment and the business being generated in the county from the Flanagan South Pipeline.

Commissioners reviewed invoices for payment. Following review, Com Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed court orders for erroneous assessments. Following review, Com. Crutchfield made a motion to approve court orders as presented. Com. Wilcox seconded, motion passed (3-0), and documents were signed.

Com. Wilcox contacted Gary Strack, MODOT, to discuss the changes to the Grade Separation Agreement with KCS Railroad for the CR 2580 BRO-0088 (22) bridge replacement project.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
