County Commission Minutes

RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, November 5, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).

Rick Howard, Maintenance, arrived to discuss maintenance issues.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported the Road and Bridge Department was hauling gravel for the City of Jacksonville.

Com. Crutchfield returned a call to Stewart Harold, CR 2445, to discuss a complaint with rock on that road.

County Clerk Will Ellis arrived to present the County Employee Retirement Fund (CERF) Contribution renewal costs for next year. Following review, Com. Crutchfield made a motion to keep the CERF Contribution the same. Com. Carter seconded, motion passed (2-0), and document was signed. Also discussed was the purchasing of plat books for 2014 and the county audit.

Com. Carter received a call from Assistant District Engineer Brian Haeffner, MODOT, to update the Commission on recent MODOT activities.

Com. Wilcox called to check in.

11:00 a.m. The weekly fuel bid was awarded to Brownfield Oil at $2.974. Other bid received was: MFA Oil at $2.998. There was no bid received from Wright’s Oil.

11:00 a.m. County Clerk Will Ellis arrived to open bids for surplus vehicle sales. The following bids were received: Ian Turner bid at $350 for the 2002 Chevy Impala; Ralph Shoemaker bid at $525 for the 1999 Ford Expedition and $200 for the 1983 Ford Van; 2470 Used Auto Parts bid at $175 for the 1996 Ford Crown Vic, $175 for the 1983 Ford Van, $355 for the 2002 Chevy Impala, and $600 for the 1999 Ford Expedition; Darrell Burris bid at $300 for the 2002 Chevy Impala; and James Swanson bid at $500 for the 1999 Ford Expedition, $500 for the 2002 Chevy Impala, and $400 for the 1983 Ford Van. Following review of bids, Com. Crutchfield made a motion to accept the two bids from 2470 Used Auto Parts for the 1996 Ford Crown Vic in the amount of $175 and the bid for the 1999 Ford Expedition in the amount of $600. Com. Carter seconded and motion passed (2-0). Com. Crutchfield made a motion to accept the bids from James Swanson for the 2002 Chevy Impala in the amount of $500 and the bid for the 1983 Ford Van in the amount of $400. Com. Carter seconded, motion passed (2-0) and bidders were notified. The funds received for the 2002 Chevy Impala and the 1999 Ford Expedition will go to the Sheriff’s Fund. The funds received for the 1996 Ford Crown Vic and the 1983 Ford Van will go to the General Revenue Fund.

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.

Commissioners reviewed minutes from October 31, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Carter seconded and motion passed (2-0).

Debbie Nolan, Homeland Security/Health and Senior Service, called to inform the Commission they would be meeting with the Randolph County Health Department in the near future to help with their emergency management procedures.

1:15 p.m. Circuit Clerk Peggy Boots arrived to present figures of how many court cases have been held at the Moberly Courthouse the past four years as requested by the Commission.

Commissioners handled correspondence.

2:00 p.m. Meeting was adjourned.
