RANDOLPH COUNTY COMMISSION MINUTES
Thursday, November 7, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.

County Clerk Will Ellis arrived to discuss the November sales tax receipts. The projected 2013 amount for November was $87,587.15; the actual amount for 2013 is $115,081.60, a difference of $27,494.45; receipts-to-date are $1,152,230.33 which is $200.42 below county budget projection. Also reported was $43,052.60 received from the use tax this month.

Commissioners received a call from Interim Road and Bridge Supervisor Dale Herron who reported a bid of $4400 for painting the metal roofs of three barns at the Road and Bridge Department to prevent the galvanized metal from rusting out.

10:00 a.m. John Cochran and Sara Smothers, Valentine Insurance, arrived to present proposals for the county’s health insurance renewal. As the current plan’s renewal costs are estimated to increase by approximately $100K, it was decided to take the county’s health insurance needs to the market.

10:45 a.m. Chanda Bankhead, Chief Juvenile Officer, and Carrie Slater, Juvenile Officer, arrived to review year-to-date guardian ad litem costs.

Com. Crutchfield returned a call to Arden Engelage, Presiding Commissioner at Warren County, to discuss dimensions for the Recorder’s office at the Warren County Courthouse.

Commissioners reviewed minutes from November 5, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Carter seconded and motion passed (2-0).

12:30 p.m. County Clerk Will Ellis arrived to review the final responses for the upcoming exit interview with the State Auditors.

Com. Carter received a call from Rick Howard, Maintenance, to discuss maintenance issues.

Commissioners sent invoices to Enbridge Pipeline for reimbursement for the latest road maintenance completed on CR 1660 to repair damage from pipeline trucks.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
