RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, October 15, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
The Certified Copy of Assessing Salaries, Costs and Expense from the Assessor’s office was presented for approval and signature. Following review, Com. Wilcox made a motion to authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter’s signed the document.
Com. Carter reported on her attendance last Thursday at the 911 Joint Communications meeting to observe the updated 911 equipment and operations.
Rick Howard, Maintenance, arrived to discuss maintenance issues. He reported the recently completed drainage improvements to the jail recreation area were working well.
Assistant District Engineer Brian Haeffner, MODOT, arrived to discuss the proposed j-turn project at Clark at the Hwy 63/Route B/Route P intersection. Also discussed was maintenance work to Route BB.
Commissioners contacted Lori Petersen, Consolidated Correctional Food Service, to discuss food services for the jail at the Justice Center.
Com. Carter received notice from Missouri Department of Social Services providing Randolph County with its 2014 IV-D budget allocation in the amount of $2038.00.
11:00 a.m. The weekly fuel bid was awarded to MFA Oil at $3.143. Other bid received was: Wright’s Oil at $3.17. The bid received from Brownfield Oil at $3.109 was not received before the 11:00 deadline.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to accept payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
11:20 a.m. Debbie Miller, Executive Director of Moberly Area Chamber of Commerce, arrived to request the Commission adopt a resolution supporting the Chamber’s application to the Missouri Division of Tourism to become the Destination Marketing Organization for the Randolph County area.
Commissioners reviewed minutes from October 10, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
12:45 p.m. Assistant Prosecuting Attorney Richard Pierce, Child Support Division, arrived to present the Intra County Cooperative Agreement for renewal and signature. Following review, Com. Wilcox made a motion to approve the renewal and authorize Com. Carter’s signature on the documents. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.
Com. Crutchfield received a call from Wanda Mathis, CR 1745, to discuss road maintenance issues at her private drive.
Former County Clerk Dotty Wilson and her husband Jim stopped in to say hello.
County Treasurer Penny Henry arrived and Commissioners requested to have a monthly accounting report for the state and federal grants received.
Com. Carter received a call from Alicia Weaver, Missouri State Department of Conservation, to discuss the updated agreement with the conservation department for reimbursement for road maintenance in the Rudolf Bennitt Conservation Area. Ms. Weaver indicated the updated agreement would be sent next week.
Commissioners signed official minutes for September 26, 2013; October 1, 2013; October 8, 2013; and October 10, 2013.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
