RANDOLPH COUNTY COMMISSION MINUTES
Thursday, October 17, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. In the absence of Com. Carter, Com. Crutchfield acted as the Presiding Commissioner. Com. Crutchfield called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (2-0).

Com. Crutchfield reported on his tour with Enbridge Pipeline and other area Commissioners and officials to inspect the pipeline route that is being constructed through the county.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the county receiving left over rock from Enbridge Pipeline when construction ends. Mr. Herron reported the Road and Bridge Department would switch from summer schedules to normal schedules starting October 28, 2013.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (2-0), and checks were signed.

10:25 a.m. Com. Carter joined the regular meeting and reported on her attendance at the Regional B Emergency Management Winter Storm Response Exercise at the Emergency Operations Center in the Moberly Police Department this morning.

Deputy Sheriff Nevin Turner stopped in to discuss an invoice with Commissioners.

County Clerk Will Ellis arrived to discuss disbursement of checks from the Prosecutor’s Bad Check Fund. This will be discussed with the County Treasurer.

Com. Wilcox received a call inquiring whether the county had planning and zoning regulations. The caller was informed of the county’s 911 address policy and culvert policies and referred to the Clerk’s office for further information.

Com. Crutchfield contacted Art Sumpter, NAPCO, to discuss additional rock purchases for the county. Following review, Com. Wilcox made a motion to approve an additional $55,000 from the Road and Bridge fund to purchase rock under the prepayment discount agreement with Norris Quarries. Com. Crutchfield seconded and motion passed (3-0).

County Clerk Will Ellis and Brandon Lucas, Fusion Technologies, arrived to discuss costs involved in upgrading the backup server for the Randolph County Courthouse.

12:00 p.m. Sales Consultant Lori Petersen and Operations Specialist Dan Wilbur, Consolidated Correctional Food Service, arrived to discuss the proposed food service contract for the jail at the Justice Center. Mrs. Petersen said pricing per meal would remain as previously proposed based on number of inmates fed: 86-95 $1.32; 96-105 $1.26; 106-115 $1.21.

Under old business, Com. Wilcox made a motion to accept the proposal from Consolidated Correctional Food Service to provide food service for the jail at the Justice Center to commence February 1, 2014. Com. Crutchfield seconded and motion passed (3-0).

Commissioners received a call from Tracy Calhoun, Enbridge Pipeline, to discuss the proposed amendment to the original haul route agreement with the county.

1:30 p.m. Associate Ally Smith and Lowell Newsom, Cleanline Energy, arrived to update the Commission on the Grain Belt Express line project.

2:00 p.m. Virgil Thurston, Regional Catering, arrived to discuss food service at the jail.

2:15 p.m. Public Administrator Mary Jo Colley arrived to discuss office operation and resignation of her assistant.

Commissioners reviewed minutes from October 15, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield made a motion to adopt a resolution supporting the Moberly Area Chamber of Commerce’s application to the Missouri Division of Tourism to become the Destination Marketing Organization for the Randolph County area. Com. Wilcox seconded, and a roll call vote was taken: Carter, Aye; Wilcox, Aye; Crutchfield, Aye. Motion passed (3-0).

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
