County Commission Minutes

Thursday, October 24, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).

Commissioners reported on their attendance at the Missouri Association of Counties Annual Conference at Tan-Tar-A Sunday, Monday and Tuesday.

Com. Carter received a call from Verna Smith, CR 1365, concerning her claim against the county alleging injury to her dog. She was informed that a letter addressed to her had been sent from the insurance company. She informed the Commission that she had had a change of address. The letter will be resent to her.

10:10 a.m. Com. Wilcox joined the regular meeting and reported on his attendance this morning at a meeting in Clark with MODOT and Clark Officials to discuss the proposed J-turns at the intersection of Hwy 63/Highway P/Highway B. Com. Wilcox also reported on his visit with MFA officials at their new business location on CR 2650 and CR 2665.

Commissioners received a call from Aaron McVicker, SKW, to discuss MODOT’s new process for submittal of engineering RFQs. Mr. McVicker requested Randolph County complete a company reference form for SKW. Commissioners submitted the form as requested.

Commissioners reviewed Jury Script for payment. Following review, Com. Wilcox made a motion to approve jury script for payment. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

County Clerk Will Ellis arrived to report a call from Circuit Clerk Peggy Boots concerning problems receiving phone calls from government agencies and attorneys. Clerk Ellis contacted Chariton Valley Communications to discuss the problem. A representative from Chariton Valley Communications reported there was nothing they could do about the problem; the problem exists with the least cost router of the originating phone call.

Commissioners received a call from Ryan Johnson, Chariton Valley Communications, to discuss the problem with phone service at the Justice Center. Mr. Johnson indicated that the rural call completion problem has been going on throughout the state and the county should file a complaint with the Public Service Commission and the Federal Communications Commission.

Com. Carter received a call from county resident Tatum Watkins to discuss hiring the county to trim trees along a private road. Mrs. Watkins was informed that the county cannot go onto private property to trim trees per county policy.

Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported that on Monday the boiler at the Moberly Courthouse had a float sticking. A service man is coming to fix the problem at no cost to the county.

Commissioners received a call from Jennifer Wilson, nForm Architecture, to schedule a meeting with the Commission on Thursday, October 31, 2013.

Com. Carter received a call from Sarah Graff, Representative from Senator Blunt’s office, to invite the Commission to Senator Blunt’s appearance in Moberly this Saturday.

Commissioners reviewed minutes from October 17, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Bob Bauer stopped in to observe.

2:30 p.m. Com. Wilcox left the regular meeting.

Com. Wilcox called to report contacting Rick Howard, Maintenance, concerning a sewer odor in the back of the Huntsville Courthouse.

3:15 p.m. Meeting was adjourned.
