County Commission Minutes

Thursday, October 31, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0)

9:15 a.m. Jennifer Wilson, nForm Architecture, arrived to discuss the proposed county administration building.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners signed official minutes from October 15, 2013 and October 17, 2013.

Com. Carter returned a call to Teresa Gilbert, OATS, to confirm the scheduled meeting date of November 26, 2013 at 1:00.

Com. Crutchfield returned a call to Mayor Jason Nelson, City of Jacksonville, who requested rock to be hauled for the city. Mayor Nelson was referred to the Road and Bridge Department.

11:35 a.m. Com. Carter recessed the regular meeting for lunch.

12:50 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.

911 Coordinator Justin Roberts arrived to report to the Commission that following a meeting last Thursday that he and Assessor Richard Tregnago attended with City of Moberly officials, the City of Moberly will be updating their street signs and eliminating a few roads within city limits. Coordinator Roberts also reported all the Randolph County roads in the 911 computer system have been updated and the program is working well.

Commissioners reviewed minutes from October 29, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.

Com. Carter received a call from Cairo City Clerk Nancy Bragg who was passing on a request from the Northeast Rural Fire District that the county open the remainder of Dameron Street to the outer road. Com. Carter indicated the Commission would have an answer for the City of Cairo by the December meeting.

Com. Wilcox reported that the light fixture in the courtroom right above the clerk at the Moberly Courthouse was filled with water this morning. This information will be passed along to Rick Howard, Maintenance.

Fannie Lou Wilhite, representing the Huntsville Community Club, arrived to request from the Commissioners permission to decorate a Christmas tree on the courthouse lawn. Permission was granted.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
