RANDOLPH COUNTY COMMISSION MINUTES

Tuesday, October 8, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Norman Thomas, CR 1665/1670, arrived to discuss a discrepancy with his 911 address that was caused by Hwy C bypass at Darksville. As a temporary solution, Randolph County will put two road signs at the road intersection of the county road with Route C. The county advised Mr. Thomas that when his property changes ownership the address correction should be made at that time.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed were putting road signs on CR 1665/1670 and maintenance on CR 1295. Mr. Herron submitted another invoice to Enbridge Pipeline for reimbursement for repairs to CR 1660.

Commissioners signed official minutes from September 10, 2013; September 12, 2013; September 17, 2013; September 19, 2013; and September 24, 2013

10:00 a.m. Sheriff Mark Nichols arrived to discuss the sale of county surplus property. Also discussed was jail food service.

Commissioners received a call from Ron Gillett, Community Relations Spokesperson for Enbridge Pipeline, to discuss an upcoming tour of the construction route on Wednesday, October 16, 2013. Com. Crutchfield will attend.

Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Wilcox made a motion to approve erroneous assessments. Com. Crutchfield seconded, motion passed (3-0), and court orders were signed.

Commissioners reviewed court order requests for tax year 2013. Following review, Com. Crutchfield made a motion to approve requests and authorize Com. Carter signature on the court orders. Com. Wilcox seconded, motion passed (3-0), and Com. Carter signed the documents.

Commissioners reviewed write-offs of uncollectable taxes for previous years up to and including 2007 per RSMO 140.730. Following review, Com. Wilcox made a motion to approve write-offs per statute. Com. Crutchfield seconded, motion passed (3-0), and documents were signed.

11:00 a.m. The weekly fuel bid was awarded to MFA Oil at $3.135. Other bids received were: Brownfield Oil at $3.138 and Wright’s Oil at $3.15.

County Clerk Will Ellis arrived to discuss the October sales tax receipts. The projected 2013 amount for October was $101,025.97; the actual amount for 2013 is $ 92,887.77, a difference of $8,138.20; receipts-to-date are $1,037,148.73 which is $27,694.87 below county budget projection. Also reported was $17,886.36 received from the use tax this month.

12:00 p.m. Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed a request from the Missouri Geographic Alliance to proclaim November 17-23 Geography Awareness Week.

Commissioners reviewed the following obsolete vehicles as surplus property for sale: 1996 Ford Crown Vic; 1983 Ford Clubwagon Van; 2002 Chevy Impala; and a 1999 Ford Expedition. Following review, Com. Wilcox made a motion to declare these vehicles as surplus property. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed minutes from October 1, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

County Clerk Will Ellis arrived to discuss changes to the Road and Bridge Department’s website which will update residents on work being done to county roads by the department. Also discussed was the yearly transfer of funds to the Justice Center account.

2:30 p.m. Com. Wilcox left the regular meeting.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
