RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, September 10, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported the drainage project in the recreation area at the Justice Center is completed but still might need some exterior work.
Treasurer Penny Henry arrived to deliver the Semi-Annual Settlement of Accounts.
Commissioners completed the annual inventory of office equipment and personal property of more than $1000 used by each department belonging to the county.
Walter Haley, Volunteer for the Old Settlers Committee, arrived to request permission to set up a tent on the courthouse grounds for the ice cream social for Old Settlers.
Commissioners and County Clerk Will Ellis were invited to an Affordable Health Care Act luncheon on October 2 at the Old Hawthorn Country Club in Columbia, Missouri.
9:20 a.m. Rick Howard, Maintenance, arrived to discuss maintenance issues. County Clerk Will Ellis was also in attendance. Discussed was the completion of the drainage project at the Justice Center in the inmate recreation area. Mr. Howard reported on inmate vandalism to the cages covering the emergency strobe system in the cells. Commissioners informed Mr. Howard of the annual building inspection scheduled for Tuesday, September 17, beginning at the Moberly Courthouse at 1:00. They will then proceed to the Prosecuting Attorney’s office, the Justice Center, and the Huntsville Courthouse. Mr. Howard reported that following a test run, the coolers in the kitchen area at the Justice Center are working well. The freezer has been inspected and needs repair.
County Collector Shiela Miller arrived to present a court order to split a tax sale property for approval. Com. Wilcox made a motion to authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and court order was signed.
Commissioners received bids from the following for the anchor tie downs of the Sheriff’s Department storage container unit: Connie’s Mobile Home Transport LLC in the amount of $780.00 and Hallowell Transporting in the amount of $400.00. Following review, Com. Wilcox made a motion to accept the bid from Hallowell Transporting. Com. Crutchfield seconded, motion passed (3-0), and the companies were contacted.
Assessor Richard Tregnago arrived to discuss an upgrade proposal for aerial imagery of the county. Assessor Tregnago indicated this will be a three year project.
County Clerk Will Ellis arrived to report the Sheriff has hired temporary help in the jail due to near capacity as previously discussed with the Commission.
Treasurer Penny Henry arrived to present a warrant for approval of mowing expenses at the Thomas Hill Cemetery.
Under old business, Commissioners reviewed the contract for inmate phone and commissary service with TurnKey Corrections, noting that the contract had been vetted by an attorney on behalf of the county and amended accordingly. Com. Wilcox made a motion to approve the contract as presented and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.
Commissioners received fuel bids from the following: Brownfield Oil $3.259; MFA Oil $3.315; and Wright’s Oil did not bid. Following review, Com. Wilcox made a motion to accept the fuel bid from Brownfield Oil at $3.259. Com. Crutchfield seconded, motion passed (3-0), and the companies were notified.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
12:30 p.m. Com. Carter recessed the regular meeting.
2:15 p.m. Com. Carter reconvened the regular meeting and reported on their attendance at a luncheon meeting with Jennifer Wilson, CASA Director, at Moberly Area Community College.
Jo Mobley arrived seeking donations for the Clark Mosanic Lodge.
Commissioners reviewed minutes from September 5, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Com. Carter contacted Assistant District Engineer Brian Haeffner, MoDOT, to discuss an upcoming City of Clark Board meeting regarding the newly proposed J-turns at the Route B/Route P/Highway 63 intersection.
Commissioners received a call from the Adair County Commission to discuss an ordinance for a county wide burn ban.
Com. Carter spoke with a representative of the Missouri Housing Development Commission concerning the county waving its intent to apply for the Emergency Solutions Grant Program. This will allow local nonprofits to apply for funding on their own.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
