RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, September 17, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, and Jerry Crutchfield, Western District Commissioner.

9:00 a.m. In the absence of Deputy Clerk Shelby Creed, Com. Carter recorded the minutes. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Carter reported on her attendance yesterday evening at the Local Emergency Preparedness Commission (LEPC) meeting at the Moberly Fire Department. Discussion centered on an upcoming state mandated Hazmat training exercise.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. He was informed of the LEPC exercise which will take place October 12 on CR 2322. Mr. Herron reported the pond on the county farm had been cleaned out.

Com. Crutchfield reported the concrete sidewalk replacement work at the Justice Center was complete.

County Clerk Will Ellis arrived to attest the Supplemental Agreement No. 3 to Engineering Services Contract document received from Aaron McVicker on Thursday, September 12, for the CR 2580 BRO-BO88 (22) bridge replacement project. Following review, Com. Wilcox made a motion to approve Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and contract was signed.

Commissioners received an invitation from the Moberly Correctional Center to attend a 50th Anniversary Celebration on September 25 at 1:00 p.m.

County Clerk Will Ellis arrived to present the Letter of Representation for the Financial Statements of Randolph County to the state contracted auditors for approval and signature. Following review, Com. Wilcox made a motion to authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.

Rick Howard, Maintenance, arrived to discuss the annual county facility tour scheduled for later today. He also reported everything in the jail kitchen is repaired and ready for use.

10:15 a.m. Tracy Calhoun and Ron Gillett, Enbridge Flanagan South Pipeline, arrived to present the bonding document requested by the county and to discuss amending the previously agreed to haul routes for the pipeline within Randolph County. Following discussion, it was agreed that the pipeline’s heavy equipment could now use CR 1660 to the intersection of CR 1645 as needed during construction of the pipeline in Randolph County and that an additional surety bond in the amount of $250,000 would need to be issued. The county will amend the recently agreed to haul route agreement to include this section of CR 1660. Ms. Calhoun indicated crews would be laying pipe in the next couple of days. She requested information concerning Code Red and how it could be used to notify landowners of the construction schedule.

11:25 a.m. Weekly fuel bid was awarded to Brownfield Oil ($3.219); MFA Oil ($3.311); and Wright’s Oil (no bid).

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

11:50 a.m. Deputy Clerk Shelby Creed joined the meeting.

Commissioners received notice from the Randolph County Health Department that Eric Breusch, Assistant to Janet Murray, had been seriously injured in a car accident and will most likely not be returning to work for the next year, delaying Mrs. Murray’s retirement plans.

12:35 p.m. Com. Carter recessed the regular meeting so Commissioners could perform the annual county building inspections starting at the Moberly Courthouse.

3:20 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Commissioners reported on their annual county building inspections. (A separate written report will be attached.) No media was in attendance during the inspection process.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
