RANDOLPH COUNTY COMMISSION MINUTES
Thursday, September 19, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. In the absence of Com. Carter, Com. Crutchfield acted as the Presiding Commissioner and called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (2-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the city drainage at Clark and a culvert installation on CR 1465.
Com. Wilcox reported on his attendance at the Clark City Council meeting last night where they discussed J-turns and city drainage.
10:00 a.m. Commissioners opened Construction Manager RFP’s for the proposed Administration Building. County Clerk Will Ellis and Nick Smith, Vice President of Operations at Septagon, were also in attendance. Bids were received from the following: CTS Group and Septagon Construction. Commissioners will review the proposals at a later date.
Clerk Ellis arrived to discuss an invoice for a body transport to the Medical Examinator’s Office in Columbia by the Coroner
Commissioners along with Clerk Ellis received a call from Sheriff Mark Nichols requesting that the fully executed agreement with Protocall be forwarded to the company. Protocall will be providing phone services to the jail. Also discussed was the possibility of selling the Sheriff Department’s four-wheeled ATV and buying a side by side UTV to better serve the needs of his department. The Sheriff was informed the transactions will have to be put out for bid.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (2-0), and checks were signed.
Commissioners returned a call to Jeff Horstmeier, Co-Owner at Elk Creek Golf Club, to discuss culvert installation along CR 1465. Com. Wilcox made a motion to approve installation of two 12 inch metal 8 foot culverts provided by Elk Creek Golf Club to be installed as a golf cart path to the leased driving range property south of the golf course. Mr. Horstmeier indicated should the lease for the driving range be terminated, the 8 foot culverts would be removed. Com. Crutchfield seconded and motion passed (2-0). Any additional culverts would be installed per county policy.
Com. Wilcox returned a call to Mrs. Alice White, CR 1660, who had reported that heavy equipment was using and damaging CR 1660. Mrs. White was informed the county had signed an amended usage agreement with the Enbridge Pipeline Company authorizing use of CR 1660 to the intersection of CR 1645. In the agreement, Enbridge assumes all responsibility for restoration of the roads when the project is completed.
2:00 p.m. Commissioners reviewed minutes from September 12, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (2-0).
Com. Wilcox returned a call to Jennifer Wilson, nForm Architecture. Mrs. Wilson asked to schedule a meeting with Commissioners for September 26, 2013 at 1:30 p.m.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
