RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, September 24, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with two additions: Emergency Management Director Robert Creed will be arriving at 11:00 to discuss CodeRED and Coroner Gerald Luntsford will be arriving at 2:30 to discuss the county’s body transport policy. Com. Crutchfield seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was use of CR 1660 as a haul route for Enbridge Pipeline following reported calls and complaints of roadway damage to CR 1660.

9:20 a.m. Com. Carter recessed the regular meeting, so Commissioners and Interim Road and Bridge Supervisor Dale Herron could inspect reported damage on and around CR 1660.

10:40 a.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Commissioners reported on the damage observed on CR 1660. A decision was made that repairs will be made by the county and billed to Enbridge Pipeline per agreements.

Emergency Management Director Robert Creed and 911 Coordinator Justin Roberts arrived to discuss updating contact information for the CodeRED system. This contact information has not been updated since 2008. Mr. Creed indicated the cost would be an estimated $480 that will be split between the City of Moberly and Randolph County; this will be completed by AT&T. Following discussion, Com. Wilcox made a motion to approve the cost. Com. Crutchfield seconded and motion passed (3-0).

11:00 a.m. Commissioners received weekly fuel bids from the following: MFA Oil-no bid; Wright’s Oil- $3.15; and Brownfield Oil- $3.139. Following review, Com. Wilcox made a motion to accept the fuel bid from Brownfield Oil $3.139. Com. Crutchfield seconded and motion passed (3-0).

County Treasurer Penny Henry arrived to notify the Commission the Family Preservation Account will be closed due to inactivity for at least eight years and the balance of $23.49 will be transferred to General Revenue. Also discussed was the Commission signing a warrant for the County School Fund to be distributed to each school district. Additional information on the County School Fund was requested.

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

Com. Wilcox contacted Attorney Ivan Schraeder to discuss amending an agreement with Enbridge Pipeline.

Com. Carter returned a call to Mark Thompson, Adair County Commissioner, concerning a request for a copy of his county’s burn ban ordinance.

Commissioners reviewed minutes from September 17, 2013. Following review, Com Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed minutes from September 19, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

2:15 p.m. Coroner Gerald Luntsford arrived to discuss the county’s body transport policy.

County Treasurer Penny Henry presented the requested additional information for the County School Fund. Following review, Com. Wilcox made a motion to authorize Com. Carter’s signature on the document. Com. Crutchfield seconded and motion passed (3-0).

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
