RANDOLPH COUNTY COMMISSION MINUTES
Thursday, September 26, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was maintenance work completed to CR 1660. Mr. Herron also reported on a tank car that has settled on CR 2760.
Ron Gillett, Community Relations Spokesperson for Enbridge Pipeline, arrived to discuss an incident on CR 1660. Mr. Gillett reported a truck transporting pipe for the pipeline construction company inadvertently traveled down CR 1660 beyond the intersection with CR 1645 in violation of an agreement between the county and the pipeline. No damage to the road surface was observed.
Com. Crutchfield reported on his attendance Tuesday night at a NECAC meeting in Bowling Green. Items discussed were board evaluations and finalization of the 2014 budget. He also reported on his attendance Wednesday night at a TAC meeting in Perry. Items discussed were a priority list for the Northeast District 2; J-turns and maintenance issues.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed monthly payroll checks and monthly payroll direct deposits. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Com. Crutchfield received a call from Dave Gass, Altorfer, to discuss surplus equipment being sold by the county.
Commissioners reviewed minutes from September 24, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
11:30 a.m. Com. Carter recessed the regular meeting so Commissioners could attend the City of Huntsville USDA Waste Water Loan and Grant presentation at Huntsville City Hall.
12:20 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.
1:00 p.m. Jennifer Wilson, nForm Architecture, arrived to discuss county facility needs.
Sam Wilson, Staff Assistant for Senator Roy Blunt’s Office, and Matt Williams, Field Representative for Senator Claire McCaskill’s Office, stopped in to say hello to the Commission.
Com. Crutchfield received a call from Ron Gillett, Community Relations Spokesperson for Enbridge Pipeline, who reported CR 1645 between mailbox 3288 and 3443 will be closed for more than the typical 8 hours Wednesday. This closure is due to the pipeline hitting another rock ledge and having to hammer through it.
Cathy Cornett arrived to discuss the deterioration and dismantling of wooden trestle bridges in the county. Mrs. Cornett wants to take pictures of the bridges before they are destroyed.
County Assessor Richard Tregnago arrived to schedule an appointment with the Commission for approval and signing a contract with Pictometry.
Under old business, following review of two submissions of RFP’s for a Contract Manager. Com. Wilcox made a motion to reject both bids. Com. Crutchfield seconded and motion passed (3-0).
Aaron McVicker, SKW, returned a call to the Commission and reported that the BEAP study for the CR 1450 bridge had come in under budget. Mr. McVicker indicated he would try to reopen the study and do more research. He also reported he thought there were more BEAP study grants available to the county.
Cody Cross, Fusion Technologies, arrived to update the Deputy Clerk’s anti-virus software.
4:00 p.m. Meeting was adjourned.
