County Commission Minutes

RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, September 3, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported the backup chopper pump has been delivered and installed.

County Clerk Will Ellis arrived to discuss Law Enforcement Restitution Funds (LERF) with Commissioners. Additionally, Clerk Ellis reported he was notified by a representative from Old Settlers that they intend to hold a bon fire event in the city owned parking lot behind the Huntsville Courthouse. County employees will be asked not to use the parking lot September 12-14. As of last Tuesday, Randolph County was in a moderate drought and the county was advised to request being added as an additional insured on the Huntsville Community Club insurance policy.

10:00 a.m. Sheriff Mark Nichols arrived to open bids for the Inmate Phone System and Commissary. County Clerk Will Ellis was also present. Bids were received from IC Solutions and Keefe Commissary Network (Phone System and Commissary); Turnkey Corrections (Commissary); Protocall (Phone System); CTC Company (Phone System); Socoras Technologies (Phone System); C Tel Consolidated Tele Time (Phone System). Following review of the Commissary bids, Com. Wilcox made a motion to accept the recommendation from the Sheriff to approve the bid for Commissary from Turn Key Corrections. Com. Crutchfield seconded and motion passed (3-0). Following review of the inmate phone system bids, Com. Crutchfield made a motion to accept the recommendation from the Sheriff to approve the bid for the phone system from Protocall. Com. Wilcox seconded and motion passed (3-0).

11:00 a.m. Commissioners received fuel bids from the following: Brownfield Oil bid at $3.299; Wright’s Oil bid at $3.33; and MFA Oil bid at $3.334. Following review, Com. Wilcox made a motion to accept the bid from Brownfield Oil at $3.299 per gallon. Com. Crutchfield seconded, motion passed (3-0), and the companies were notified.

County Clerk Will Ellis arrived to discuss the upcoming exit interview with the State Auditors.

Commissioners contacted Prosecuting Attorney Mike Fusselman to discuss the property line at the Justice Center for the newly proposed administration building.

Commissioners reviewed minutes from August 22, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed minutes from August 27, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Commissioners reviewed minutes from August 29, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Com. Wilcox reported on a call received from Superintendent Tara Lewis at Renick School inquiring if the county had a special speed limit ordinance for school buses. Com. Wilcox informed Superintendent Lewis the county did not have any speed limit ordinances for school buses.

Com. Crutchfield received a call from Assistant District Engineer Brian Haeffner to schedule a meeting with Commissioners at 2:00 on Thursday, September 5.

Commissioners received a call from a Caldwell County resident requesting the County Commission oppose the Clean Line Energy project. They would be forwarding information justifying their position.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
