EPCRA mandates that communities establish a Local Emergency Planning Committee responsible for developing emergency preparedness and chemical response plans. LEPCs comprise stakeholders from business, public safety, government, and community organizations, including elected officials, emergency management, police, fire, health professionals, environmental and transportation officials, hospital representatives, business facility representatives, and media. The committee's emergency plan must identify local hazardous material facilities and transportation routes, establish accident response procedures including evacuation protocols, outline community notification processes, list facility response coordinators, and schedule regular plan testing exercises. The LEPC reviews, tests, and updates the plan annually, then submits it to the Missouri Emergency Response Commission for review and public access.
